'Green cities' can come in shades, including gray

Over the past few years, New York has been steadily becoming a leader in eco-friendly investment and policy. It has converted tens of thousands of traffic lights and crossing signs to energy-efficient models, pioneered hybrid buses and replaced wasteful appliances in public housing complexes. There are many who believe that cities, especially densely populated ones like New York, are crucial to saving the earth's environment.
