'Green cities' can come in shades, including gray

Over the past few years, New York has been steadily becoming a leader in eco-friendly investment and policy. It has converted tens of thousands of traffic lights and crossing signs to energy-efficient models, pioneered hybrid buses and replaced wasteful appliances in public housing complexes.
