SUMMARY:Emissions Trading in California: Lessons for China
DESCRIPTION:As countries and subnational jurisdictions begin to orient their climate change policies toward mid-century carbon neutrality goals\, market measures have taken a prominent role in many emissions-reductions plans. However\, much of the scholarly work on the efficacy of carbon-pricing mechanisms\, and particularly emissions-trading systems\, has taken place in the realm of theoretical\, ex ante analysis. Whether the theoretical advantages of emissions trading hold in practice\, therefore\, remains a crucial question for the direction of climate policy. \nREGISTER HERE \nChina is one of the countries that is using emissions trading as a major prong of its climate strategy\, and its national tradable performance standard program\, launched last year\, accounts for nearly half of the greenhouse gas emissions subject to an emissions-trading system. California is one of the few jurisdictions with a relatively long period of experience in implementing an emissions-trading system that covers most greenhouse gasses emitted in the state. As China works on implementing and adjusting its system\, therefore\, it may be beneficial for it to consider some of the lessons learned by California regulators. \nJoin environmental policy experts from California and China for a webinar to address these issues and discuss findings from a forthcoming report from the UCLA Emmett Institute on Climate Change and the Environment and Energy Foundation China\, Emissions Trading in California: Lessons for China.

SUMMARY:The Role of Preferential Sampling
DESCRIPTION:  \nSponsored by UCLA Departments of Statistics and Biostatistics and the UCLA Institute of the Environment and Sustainability. \nAbstract: The notion of preferential sampling was introduced into the literature in the seminal paper of Diggle et al. (2010) Subsequently\, there has been considerable follow-up research. A standard illustration arises in geostatistical modeling. Consider the objective of inferring about environmental exposures. If environmental monitors are only placed in locations where environmental levels tend to be high\, then interpolation based upon observations from these locations will necessarily produce only high predictions. A remedy lies in the suitable spatial design of the locations\, e.g.\, a random or space-filling design for locations over the region of interest is expected to preclude such bias. However\, in practice\, sampling may be designed in order to learn about areas of high exposure. \nWhile the set of sampling locations may not have been developed randomly\, we study it as if it was a realization of a spatial point process. That is\, it may be designed/specified in some fashion but not necessarily with the intention of being roughly uniformly distributed over D. Then\, the question becomes a stochastic one: is the realization of the responses independent of the realization of the locations? If no\, then we have what is called preferential sampling. Importantly\, the dependence here is stochastic dependence. Notationally/functionally\, the responses are associated with the locations. \nAnother setting is the case of species distribution modeling with a binary response\, presence or absence\, recorded at locations. Here\, bias can arise when sampling is designed such that ecologists will tend to sample where they expect to find individuals. This setting can be extended to data fusion where we have both presence/absence data and presence-only data. Other potential applications include missing data settings and hedonic modeling for price with property sales. Very recent work explores preferential sampling in the context of multivariate geostatistical modeling. \nFundamental issues are: (i) can we identify the occurrence of a preferential sampling effect\, (ii) can we adjust inference in the presence of preferential sampling\, and (iii) when can such adjustment improve predictive performance over a customary geostatistical model? We consider these issues in a modeling context and illustrate with application to presence/absence data\, to property sales\, and to tree data where we observe mean diameter at breast height (MDBH) and trees per hectare (TPH). (This is joint work with Shinichiro Shirota and Lucia Paci.)

SUMMARY:First Hand Account of the Enactment of the 1972 Clean Water Act
DESCRIPTION:The Clean Water Act Celebrates 50 Years \nAfter the failure of five earlier federal laws and worsening water pollution across the nation\, Congress\, in 1972 and over the Presidents veto\, enacted the Clean Water Act PL 92-500. The Clean Water Act fundamentally reoriented the regulatory approach to water pollution control.  The fact that now\, 50 years later\, the nation’s waters are cleaner\, supporting much healthier ecosystems\, is a testament to its effectiveness. This keynote from one of the staff who assisted in crafting the CWA will look back at the circumstances\, the people and the process\, and something of the elements of the law that produced such a dramatic change in controlling water pollution. SUMMARY:Elemental Cartographies in an Era of Climate Change
DESCRIPTION:In this talk\, Candace Fujikane begins with arguments from her recent book\, Mapping Abundance for a Planetary Future: Kanaka Maoli and Critical Settler Cartographies in Hawaiʻi\, contending that global climate change events are not apocalyptic but rather are bringing about the demise of capitalist economies of scarcity\, making way for Indigenous economies of abundance. She will present a preview of her new book\, Elemental Cartographies for a Changing Earth. Kanaka Maoli identify 400\,000 akua or elemental forms and energies\, including the 300 winds of the island of Kanaloa Kahoʻolawe. From 1941 to 1990\, the US Navy used the island as a bombing target\, with the devastating effect of cracking the water table. In the exhausted cartographies of militarized capital\, only 9% of subsurface lands has been cleared of unexploded ordnance. The PKO practitioners\, however\, have long stood to protect the island\, transforming the symbol of the target into a much more generative image of the piko\, the umbilicus that enables the people to be pili (connected) to the akua\, the kūpuna (ancestors)\, and to the pulapula (the seedling descendants to come). Ancestral archives of elemental cartographies map the winds of Kanaloa Kahoʻolawe\, enabling the greening of the island to attract and birth clouds and to manifest decolonial and abolitionist futures.

DESCRIPTION:This film tells the story of America’s long-lived and ongoing water war between the Owens Valley Paiute people and the City of Los Angeles. Paya documents the history of the Owens Valley Paiute who constructed and managed intricate irrigation systems for millennia\, long before Los Angeles diverted the Owens River through the Los Angeles Aqueduct\, 220 miles across the Mojave Desert. \nWe’ll participate in a prayer and hear opening remarks before embarking on this beautiful 35-minute film.
